SMEs are an important part of the fabric Moroccan, with over 95% of companies. The state, aware of the socio-economic importance of SMEs, has made significant efforts in recent years. But extra effort required supporting the SMEs throughout their life cycle, and it can achieve a competitive enough to operate in a globalized market.
The Emergence Covenant aims to develop a web of Morocco competitive SMEs and this through the support of SMEs with high potential in achieving their investment while improving the productivity of all actors.
The measures for achieving these objectives include relating to:
• Imtiaz Program, which aims to support the growth of SMEs most promising, subsidizing up to 20% of their investments as part of a contract growth
• Fund public / private support for the funding of SMEs, to support the activities of high potential companies whose equity deficiency is an obstacle to their development
• Moussanada Program, which will improve the productivity of SMEs through functional programs by injecting expertise and information systems
To implement these programs, 2 billion dirhams have been mobilized by the state.
Also on Moussanada Imtiaz and the effectiveness of the implementation of the program relies on close collaboration between Partners and State Banks, which will result in the establishment of platforms rating to better target beneficiary enterprises and facilitate their access to credit
IMTIAZ
This is a direct financial assistance to support state projects of SMEs with high potential:
• Materialized an investment allowance of up to 5 million dirhams per company (gift of the state) and representing 20% of the financing need TTC
• Allowing SMEs access to bank credit
• Allowing to reach higher levels in terms of size, profitability and value added
The process is transparent and rapid :
• The SME beneficiaries are selected following a national competition by a committee of public-private
• The file is first validated by a partner bank of the program that sends them to the ANPME
• The timing of responses and decisions are announced from the start of each call for proposals

MOUSSANADA
The objective is to improve Moussanada productivity of SMEs through an innovative approach allowing the company to select from a predefined list of benefits, those that meet their specific needs. These benefit packages, which include the integration of new technologies, consisting accompaniment:
• Aimed at both the support functions (strategy, business function, quality, organization ...) and the heart of business activities (production processes, design, R & D, etc.)
• Indicated by a state contribution of up to 1 Million Dirhams

Public Funds / Private
Under the Pact Emergence, the state is setting up three funds Investment Public / Private oriented Venture Capital, Capital Development and Transmission.
The objectives of this initiative are:
• Remove the brakes under-capitalization that currently penalize many SMEs
• Improve the long-term financing for better access to bank financing
• Allowing SMEs to benefit from expertise in terms of management (shareholder-board)
• Facilitate the operations of transmission and recovery of SMEs
• Accelerate the creation of new SMEs
To begin operations, the state contributes 350 million dirhams in the creation of these financing instruments, which present an asymmetric cost public / private benefit to private investors.
Entrepreneurship development
To support the development of entrepreneurial skills, the state plans to implement, within higher education institutions, program management of SMEs as well as executive MBA programs for assets.
